It's certainly a close relative of mephedrone, the only difference being extension of the N-alkyl group by one carbon.
It's been previously identified in some batches of NRG-2. The few reports on NRG-2 are mostly lukewarm so it seems to lack some of the euphoric edge of mephedrone. That said it is difficult to deconvolute likely 4-methyl-N-ethylcathinone experiences from those where other things (including mephedrone) were sold as NRG-2. There are few if any experience reports with the pure cathinone. One would assume the effects fall somewhere in between ethcathinone (N-ethylcathinone) and mephedrone, but impossible to say for sure until more reports come in on this one.
It is already a class B controlled substance in the UK, and no less questionable than mephedrone when it comes to the US Federal Analog Act. From a marketing perspective it's certainly a potential mephedrone replacement in countries that have controlled mephedrone without derivative/analogue laws.
